- Sale of vacant residential and commercial plots and constructed units in FDA Schemes, through open auction.
- Allotment of plots earmarked for utility sites in FDA Scheme, to applicant organization and Government Departments, on reserve price.
- Allotment of plots to specified groups laid down in disposal of land by Development Authorities (Regulation Act. 1998).
- Protection of FDA’s immovable properties and removal of encroachments on vacant plots / FDA’s unsold constructed units/Roads in the schemes of FDA.
- Recovery of cost / price of sold and allotted plots.
- To allow transfer of plots.
- To allow extension in building period of plots.
- To issue No Objection Certificate (N.O.C) for obtaining loan for house building from House Building Finance Corporation and Banks.
- To execute Sale Agreement/deeds of plots. After execution of Sale Agreement / deed rights are transferred to and vest in allotted proprietary.
HOW TO PARTICIPATE IN OPEN AUCTION
- Plots included in the auction schedule are selected by the Committee, keeping in view the trends of market and importance of location of plots. However, public can also apply for inclusion of available plots of certain Schemes or blocks in the auction schedule.
- All commercial / industrial plots, leases of petrol pump sites, and earmarked residential plots are put to open auction.
- Auction notice is published in national dailies, indicating the number of plots, blocks schemes with date time and place, which generally is in the premises of FDA, Faisalabad.
- On the publicized date, auction is held under the supervision of Auction Committee.
- The intended bidders, have to deposit 10% of the total reserve price for a residential and commercial plots and shops and offices in all the schemes with the representative of FDA as security.
- People can also authorize some other persons to participate in bid on their behalf.
- 1/3 rd amount of the total cost of bid is recovered from the successful/ highest bidders at the fall of hammer within Seven days from the date of auction and the remaining 2/3rd of cost of bid is received within fifteen days after approval of competent authority. This period is inclusive of holidays.
- Highest bids are subject to approval of the competent authority for acceptance of rejection.
- Results of acceptance or rejection of bids is conveyed in writing to the participants on their addresses. The un-successful bidder are informed to get refund where as successful bidder are issued recovery Memos with terms and conditions.
10.Possession letter is issued after recovery of total bid money.
- In case of default in payment of full bid money, the amount deposited by the bidder is forfeited in favour of FDA after cancellation of bid.
HOW TO APPLY FOR ALLOTMENT OF PUBLIC UTILITY SITES.
- Plots/sites earmarked for Education Institutions, Mosques, and Health Centers / Hospitals; Government Banks etc. come under the ambit of public utility sites.
- Public utility sites are allotted to Government Departments and private organizations.
- In case of private organization, Chairman, FDA, is the final authority to approve the allotment.
- The reserve price of utility sites is fixed by FDA’s price Assessment Committee, at the rate of one third of prevailing market price of residential plots in the scheme or adjoining area.
- In case of Educational Institutions, the applicant institution should be recognized or sponsored by the relevant Government Department or Statutory Body established under law (such as Board of Intermediate or University etc.) and its requirement of land should be determined by the relevant Government Department (Secretary Education, Government of Punjab) or statutory Body established under law.
- The plots reserved for Mosque are allotted on the recommendation of District Mosque Committee.
- In case of plots reserved for Health Centers/Hospitals, the allotment is made on the recommendation of the Government of Punjab (Health Department).
- Sites reserved for Government offices such as post office, Police Station are transferred to the Department concerned at reserve price.
- Sites reserved for Graveyards are transferred to District Administration, which is responsible to check encroachments or unauthorized use of site. The maintenance is carried out by the local councils.
- Banks Sites are to be disposed of on lease basis through open auction where only scheduled Banks will participate. However, reserve price will be fixed on the basis of current market price to avoid pooling. All such sites/plots will be allotted on lease basis.
- The sites / plots reserved for petrol pumps will be leased out through open auction not more than thirty three years period.
PROCEDURE TO GET PLOTS TRANSFERRED, TRANSFER FEE, AND TIME INVOLVED IN COMPLETING
THIS PROCEDURE.
When the allottee / transferee of GPA holder intends to sell the property, he or she applies
through One Window Cell for the transfer of his property with the following documents.
- Duly attested printed transfer application form available from One Window Operation
Counter by depositing Rs.100/- in the Bank.
- Affidavit from seller and purchaser and the witnesses on stamped paper worth
Rs.20/- attested by Magistrate / 1st Class Officer / Oath Commissioner and Iqrar Namas on stamped paper worth Rs100/- by seller and purchaser each.
- Photocopy of Identity Cards attested both the parties and witnesses.
- Publication of Ishtihar in the National as well as local dailies by the GPA.
- Three specimen signatures attested both the parties.
- Office statement regarding sale / purchase by the parties and G.P.A.
- Transfer Fee Challans at the rate specified for different categories are given to
applicant after completing all the required formalities relating to transfer.
- After receipt of paid challan supplied by applicant, and received through one Window
Counter, transfer letter is issued to the transferee.

HOW BUILDING PERIOD IS EXTENDED
- The Building period extension policy is framed by HP & EP Department and is notified
for implementation from time to time.
- In case of FDA policy bearing No. So (D-II) HP&EP-2-3/92 dated 19.10.93 is applicable.
- After expiry of stipulated building period, which is three years, extension in
building period is given on the request of owner of plot as per rules, at following rates,
on submission of application.

- The owner of the plot has to apply to FDA through One Window Counter with N.O.C.
fee Rs.100/-in favour of FDA exchequer.
- An undertaking is obtained that applicant will not do any transaction during the
period when plot remains mortgaged with the bank.
- Sale Agreement is the last document executed by FDA in favour of the owner of allotted
plots, which is executed after receiving allotment order and payment of installments.
For auctioned plots, it is executed after the payment of full auctioned amount.
- Printed form of sale agreement is given to the allottee on payment of Rs. 100/-
in the bank, for getting the adhesive stamps embossed on it from Government treasury.
- Sale Agreement has to be signed by the allottee/auction purchaser and D (EM).
- Sale Agreement is to be registered with the Sub-Registrar concerned, Representative of
FDA and the owner are to be present in the office of the Sub-Registrar at the time of
registration.
- After sale agreement is registered with Sub-Registrar, original sale agreement is
given to the owner and copy is retained in the office of Director (EM).
In the housing schemes, the land shall be disposed of in the following manner:-
- Plots falling in the zone of above ten Marlas and all constructed units shall be
disposed of through open auction.
- Plots falling in the zone of above 5 Marlas to 10 Marlas and upto 5 Marlas shall be
disposed of in the following manner:-

- The provision of this section shall apply to the housing schemes in which allocation for
defence personnel and Government servants had been made only to the extant the said allocation
has not been exhausted.
- A plot allotted against an allocation shall not be transferable until all the terms and
conditions of the allotment are fulfilled.
- In the case of non-residential plots.
- Commercial and industrial plots, sites and constructed units shall be sold through open
auction.
- Public amenity plots sites for mosques and graveyards shall be allotted in such manner
and on such conditions as may be prescribed.
- Sites for petrol pumps shall be leased out through open auction and;
- Agricultural lands shall be leased out for cultivation only through open auction.
- In a scheme where compensation is required to be given in the shape of developed plots,
the apportionment of plots for the allocations mentioned in clauses (b)(ii), (b)(iii) and
(b)(iv) shall be made after deducting the plots to be exempted under the provision of the
Punjab Acquisition of Land (housing) Act, 1975 read with the Punjab Acquisition of Land
(Housing) (Repeal) Act, 1985 or the exemption policy as the case may be.
