    Functions

  1. To conceive, initiate and design urban development schemes for the city of Faisalabad.
  2. To sanction building plans of all uses i.e. residential, commercial, industrial and all public utility sites in FDA Schemes and private approved schemes.
  3. To check the violations of the approved plan as permissible under the rules / by- laws and to compound such violations.
  4. To take necessary action under the provisions of Punjab Development of Cities Act 1976 in case violations are not compoundable.
  5. To check the illegal constructions within FDA Schemes.
  6. To issue completion certificates.
  7. To process all requests for the conversion of residential properties into commercial uses within FDA Schemes (for approval by the Director General, FDA) in the light of Commercialization Policy, notified by the Government of the Punjab.
  8. To take action under Section 39 of Punjab Development of Cities Act 1976 by submitting challans in the Court of Senior Special Judicial Magistrate, FDA regarding illegal change of use/ construction against the approved plan / scheme plan.
  9. To process the cases regarding issuance of NOC for private housing, commercial, industrial projects and installation of Petrol Pumps/CNG Stations in FDA jurisdiction for approval by Director General, FDA, Faisalabad.

    Procedure For Approval of Proposed Building Plan In FDA Schemes

  1. Application on a plain paper along with a certificate from the designer, registered with the FDA, stating that the plan has been prepared by him / her as per building bye- laws.
  2. Four copies of ammonia prints signed by the owner and an Architect registered with FDA; one of them should be on tracing cloth or cloth pasted.
  3. Attested copy of Identity Card of the plot owner or the holder of power of attorney.
  4. Attested copy of the possession slip.
  5. Attested copies of the necessary ownership documents like Allotment Letter, Sale Agreement, Transfer letter and GPA / SPA etc.
  6. Letter of extension in construction period, if required.
  7. Original receipt of scrutiny fee/ plan approved fee.
  8. The application along with above stated documents should be submitted at the One Window Counter of FDA and the applicant should get reply on the case within the stipulated period from the counter.

    Procedure For The Approval Of Building Plan In Approved Private Housing Schemes

  1. Application on plain paper along with a certificate from the designer, registered with FDA, stating that the plan has been prepared by him / her as per building byelaws.
  2. Four copies of the ammonia print signed by the owner and a Registered Architect with FDA;one of them should be on the tracing cloth or cloth pasted.
  3. Attested copy of Identity Card of the plot owner.
  4. Attested copy of the Registry and original copies of the Aks Shajra and Fard Jamabandi.
  5. Original receipt of scrutiny fee/plan approval fee.
  6. All above stated documents should be submitted at the Public Counter of FDA and the applicant should get the decision of the authority on the case within the stipulated period from the same Counter.

    Procedure For Getting Completion Certificate

  1. If the construction made at site is as per approved plan, then only an application is required on plain paper along with attested copy of I.D Card
  2. Site is visited by the field staff. In case of no violation, Completion Certificate will be issued after completing requisite formalities.
  3. In case the construction is not according to approved plan then following documents will be required: -
  4. In case of any challan related with the building, clearance from the court of Senior Special Judicial Magistrate (SSJM), FDA, is required.
  5. Clearance certificate of the Estate Management Directorate with respect to allotment and dues.
  6. Applicant can provide documentary evidence in the shape of Electricity, Telephone, Sui Gas bill, Sewerage bill, Property Tax and certificate of loan from the HBFC to ascertain that the construction was raised within the stipulated period.
  7. Original bank receipt of the completion plan fee.
  8. In case of compoundable violation, penalty is to be worked out after site visit by the field staff and penalty notice issued to the applicant who is supposed to deposit this amount in Bank within 7 days.
  9. Completion Certificate will be issued after deposit of penalty, clearance from the Court of SSJM, FDA and EM Directorate/Recovery Cell.

    Procedure For Commercialization Of Residential Plots

    As per Government Commercialization Policy notified vide No. SO (D-II) 5-2/81/Vol-II dated 2-7-2001, the procedure is as under: -

  1. Commercialization will only be considered along Roads declared as commercial by FDA as mentioned in--------
  2. Application on a plain paper from the owner regarding commercialization of residential plot along with attested copy of National identity Card.
  3. Proof of ownership of the plot should be enclosed with application.
  4. No Objection Certificate from adjoining neighbours stating that they do not object to the commercialization of the said plot. However, NOC shall not be required on Roads which would be selected / declared for commercialization after inviting objections through press.
  5. The case is processed for commercialization, after verification of the NCOs from the concerned neighbours, if necessary /doubtful.
  6. In case of approval of commercialization, notice of requisite commercialization fee is issued for payment within 7-days.
  7. Commercialization letter will be issued after deposit of commercialization fee.
  8. If Commercialization has already taken place without approval of the competent authority, then the procedure of Completion Plan approval will be followed.

Roads Declared As Commercial In FDA Housing Schemes

NOTE: - The minimum setback stipulated in the Policy shall be applicable on the new construction or re-construction of shops etc. already constructed. Guidelines given in the Policy shall be followed in letter and spirit.

Guide Lines For The Installation Of Petrol Pumps & C.N.G Stations

A site standard of 1.5 kanals is recommended for petrol filling and servicing activities. Min.area required 1 Kanal
Min.frontage of a petrol station should be 30 M. (about 100 Ft.) Min.frontage required 70 Ft.
Petrol stations, other than multistorey garages, may be located only on a primary / secondary Road having ROW of at least 80 Ft Min.width of the Road along which the site can be proposed 60 Ft.
Not prescribed Min. depth of the site shall be 50 Ft.
No petrol station may be located within 100 M. (about 328 Ft). of a crossing of two primary Roads or a round about. Min. distance of the proposed site from the inter–section of two main Roads or a round about 100 Meters (328 Ft).
Petrol station should not be located within 1 to 2 K.M. of an existing petrol station, or approved site, unless on the opposite site of a primary Road with min. 50 M. ROW and dividing median strip. CNG Filling Station / Petrol Pump may not be located within One KM. of the site of any existing or approved CNG/Petrol station, except on the opposite side of a Road with min. 100 Ft. ROW and dividing median strip.
Petrol station cannot be installed in thickly populated, congested bazaars and traditional residential areas. CNG station cannot be installed in thickly populated, congested bazaars and traditional residential areas.
Petrol station shall be installed on plots for which the commercialization permission has already been obtained. CNG station shall be installed on plots for which the commercialization permission has already been obtained.

    NOC Regarding Installation Of Petrol Pumps / CNG Stations

    Following documents are required: -
  1. Farad Jamabandi original
  2. Aks Shajra original.
  3. Attested Copy of ownership proof.
  4. Scrutiny fee for NOC @ Rs. 15000/- per Kanal.
  5. Attested Copy of I.D Card.
  6. Four copies of site plan-ammonia print.
  7. Proof regarding Commercialization of proposed site from the concerned Civic Agency
